The Weight of Judgment

Mission: Ashes of Unity

The ready room was quiet as Inara sat behind her desk, her chair turned towards the view port and her eyes seeming unfocused as she stared at the steady streak of stars. She had reviewed the reports long into the night after her conversation with Amelia Valke, only because she knew that her decision would require certainty instead of comfort. The door chime sounded, and she called "Enter" with an even and calm voice.

Teya stepped inside the ready room, her posture straight and uniform immaculate. As always, she carried herself with the composed reverence of someone who understood responsibility. “You asked to see me, Captain,” she said.

"Yes," Inara replied as she turned from the view port. "Thank you for coming on such short notice this early in the morning."

Teya inclined her head slightly. "I assumed that this would be about the incident in engineering," she said as she sat down in a seat across the desk from the captain and folded her hands neatly in her lap. Outwardly, she appeared calm even though mentally was was bracing herself for anywhere the conversation might lead. "I also assume that you've reached a decision," she added carefully.

"I have," Inara confirmed softly.

Teya nodded. "Then you asked me here this morning to ensure that your decision will stand scrutiny," she said.

"Yes," Inara said as she turned towards Narell fully. "I've considered the formal charges Commander Tyler has brought against Lieutenant Ros for conduct unbecoming and insubordination and I will not be pursuing them."

Teya felt her jaw tighten slightly, but other than that she didn't react immediately. Mentally, she felt her mind shift towards concern. "Captain, with respect, Lieutenant Ros openly challenged a superior officer in front of the engineering crew. That action can't be ignored without consequence."

"I agree," Inara said evenly. "And it won't be. However, what happened doesn't require a court martial to be corrected. Lieutenant Ros will receive a formal reprimand to be entered into her service record citing inappropriate conduct, failure to follow proper channels and breach of professional decorum."

Teya frowned thoughtfully as she digested the captain's words carefully for a long moment before she finally nodded. "That addresses the behavior but not the precedent," she said.

"Lieutenant Commander Tyler's authority will be upheld," Inara said. "His dismissal of Ros from duty was within regulation at the time.

Teya's eyebrows lifted just a fraction. "So his judgement stands?" she asked.

"His authority stands," Inara corrected. "But not his conclusions. I will be issuing a directive to Engineering. Effective immediately, all proposed changes to long term maintenance schedules must undergo peer technical review before implementation."

Teya considered it carefully. "That sounds like a safeguard that doesn't undermine command. But what of Lieutenant Ros and her technical objection?"

Inara leaned back in her chair. "I've ordered a review of her concerns by the senior engineering staff, including Commander Tyler," she said.

Teya's brow furrowed slightly. "You're ordering him to revisit a challenge to his plan? That could be taken badly by him."

"I've already ordered him to take it to be counted as accountability, whether he does is up to him," Inara said as she met Narell's gaze directly. "If his plan is sound, than it will withstand and pass scrutiny. If not, then we will have avoided a possibly dangerous situation before it happened."

Teya was silent for a moment before she spoke. "That places responsibility on both officers," she said.

"It's meant to do exactly that," Inara said. "One more thing. I want the entire crew to know that I will not take any further disruptions such as this in the future. This crew needs to learn how to work together. If they can't, then we have no need for them on this ship."

"I understand," Teya said with a sharp nod. Standing, she smoothed her uniform and clasped her hands behind her back. "I'll also speak to Lieutenant Ros about Starfleet regulations regarding procedures on handling disagreements with superior officers. I'll also speak to Tyler as well."

"Very well," Inara said with a nod. "That's all, and I consider this situation resolved and the matter closed."

"Understood," Teya said carefully. "I'll be sure to pass that along." With a final, parting nod, she turned and headed towards the door, wondering how this was going to affect the crew of the Endeavour.
